EASTHAM BOARD OF HEALTH WORKSHOP
TUESDAY, DECEMBER 9, 2013 AT 9:00AM

Tim Brady, East Cape Engineering, presented.
Based on the discussions during the November 21, 2013 Board of Health meeting, the project has been revised to:
- include a MicroFast 0.5 FAST Unit
- relocate the septic tank
- revise the basement floor plan to remove the door between the stairway and the playroom
Dr. Martin Haspel made the motion to approve the plan dated November 27, 2013 with the following conditions:
- Routine water quality test results be provided of existing well location to assure potability
- No increase in design flow be allowed
Retrofit or modify the existing septic system to include secondary treatment with FAST 0.5 Model and monitoring under general use approval conditions per DEP regulations including testing quarterly for total nitrogen, BOD, TSS and Nitrate nitrogen not to exceed 19 mg/l (2 times per year for seasonal use). After 2 year period of time, reduction of testing could be requested to BOH by owner.
- Operation and maintenance agreement to be required for life of the system. Operator to report results via Carmody Data Base operated by Barnstable County Department of Health and Environment or directly to the Eastham Board of Health if not available.
- Deed restriction for 4 bedroom use and FAST 0.5 Model alternative technology requirement to be recorded with the Barnstable Registry of Deeds and a copy provided to the Eastham Health Department
- Designer to verify proper operation of the system prior to issuance of Certificate of Compliance
- Subject to Conservation Commission review
- Submit design plan to show details for FAST Unit.
- Any increase in habitable space will require abutter notification and Board of Health review

License Renewal Approval
- The list of license renewals for 2014 was reviewed and signed off on by the Board of Health.
Project Updates
- Jane Crowley reviewed the map showing the expanded area (Phase 4) which is south and west of Minister’s Pond.
- Report of the sampling results for Phase 4 is due end of December 2013
- 2 experimental water treatment systems are in place at 255 Alston Ave - a year round home so the results should be more indicative of how the systems will work
- Carbon system – Two 55 pound carbon canisters
- Test influent through 1 canister
- Test effluent through 2nd canister
At what point does contaminant release from the carbon?
Disposal of Carbon – could be considered hazardous waste and the Town is responsible from cradle to grave
Can be costly
Not confirmed that this creates a safe drinking water source
- Point of Entry system – Advanced Oxidation (Zero System)
- Unit placed under the sink – not a whole house system
- Tried for 2 hours but the contractor did not like the unit as it was not well made
- Influent and effluent sampled showed no change
- UV Hydrogen Peroxide unit is being explored in California – cost estimated to be $30,000 per home
- .3 ug/L not finalized at State yet
- Planning for public information meeting in January 2014
- Dr. James Taylor suggested that the The Board of Health, Finance Committee, Water Management Committee and the Board of Selectmen schedule a meeting with Environmental Partners to discuss options for public water and an approach to it.
- Water flowing southeast from Landfill
- Some separate lagoons that could be contributing to some areas with a hit of 1, 4 Dioxane that are out of plume area
- No homes with hit have sold
- No homes have drastically dropped the sale price
- ES&M is profiling the next phase and to determine path
- Cape Cod Commission has realized that Towns were not going to implement
- Cape Cod Commission and Health Agents need to meet to discuss
- The current proposed plan is not rational - best management practices means everyone, ie landscapers, should follow regulations
- Eastham Board of Health will not make a decision at this time. They are working on a response of feedback and options.

- In most cases, zoning setbacks are enforced as well
